The Commerce Department initiated its investigation on March 25 after Auxin Solar, a small solar panel manufacturer based in California, filed a petition requesting an inquiry into whether China was circumventing rules intended to prevent state-subsidized solar parts from flooding the U.S. market.
According to industry surveys, 83% of U.S. solar companies have reported being notified of canceled or delayed panel supply as a result of the Commerce Department's decision to initiate an investigation.
Other companies that were also under investigation — namely New East Solar Cambodia, Hanwha Q CELLS Malaysia, Jinko Solar Malaysia and the Vietnam operations of Boviet Solar — were found not to be violating U.S. trade rules.
However, with no end in sight for the plunge in prices, industry officials and analysts said intense competition was threatening to drive smaller producers into bankruptcy. Rapid capacity additions drove down prices of China's finished solar panels by 42% last year.
The clash is the latest chapter in a decade-long conflict between the United States and China over the solar industry.
